Punjab Higher Education Department Constitutes High-Level Committee for University Commercialization and PPP Projects

The Government of Punjab, through its Higher Education Department (HED), has issued a notification dated 10 June 2026 announcing the formation of a high-level committee to oversee the legal and financial requirements associated with the commercialization of higher education assets under the Public Private Partnership (PPP) Act, 2025. The committee has been established to review existing university proposals and develop a comprehensive policy framework that ensures transparency, accountability, and alignment with educational objectives.
The committee comprises senior government officials and policymakers, reflecting the significance of the initiative. The Minister for Finance will serve as the Convener, while the Minister for Law & Parliamentary Affairs and the Minister for Higher Education will act as Co-Conveners. Other members include the Chairman of the Planning & Development Board, Senior Member Board of Revenue, Secretaries of various provincial departments, the CEO of Punjab PPP Authority, the Managing Director of PPRA, and senior representatives from the Punjab Higher Education Commission (PHEC). The Chief Operating Officer of PHEC will serve as the Member/Secretary of the committee.
According to the notification, the committee has been assigned several important Terms of Reference (TORs). Its primary responsibility is to conduct a detailed review of university proposals related to asset commercialization and Public Private Partnership projects. The committee will also prepare a structured and standardized policy to regulate the commercialization of land and assets owned by public sector universities across Punjab. This policy will be developed in accordance with the provisions of the PPP Act, 2025, ensuring that all future initiatives operate within a clear legal and regulatory framework. Another key responsibility of the committee is to evaluate the existing 2016 notification concerning commercialization activities in higher education institutions and assess its relevance in light of the updated PPP legislation. Furthermore, the committee will formulate a policy framework to ensure that university-led PPP projects remain aligned with the core academic mission, research objectives, and institutional priorities of public sector universities. This approach aims to balance revenue generation opportunities with the educational and social responsibilities of universities.
The formation of this committee reflects the Punjab Government’s commitment to modernizing higher education governance and exploring sustainable financing models for universities. By establishing clear guidelines for commercialization and PPP projects, the government seeks to create opportunities for infrastructure development, innovation, and improved institutional capacity while safeguarding the academic integrity of public sector universities.
The committee will submit its recommendations to the Provincial Cabinet for consideration and approval. The outcomes of its deliberations are expected to play a significant role in shaping the future policy landscape for higher education institutions in Punjab, enabling universities to leverage partnerships and commercial opportunities in a structured, transparent, and legally compliant manner.
