The Higher Education Commission (HEC) of Pakistan has taken a decisive regulatory step aimed at safeguarding the quality and sustainability of higher education across the country. In its official directive dated April 15, 2026, the Commission announced a complete prohibition on the establishment and operation of university sub-campuses at the tehsil level. This decision reflects a comprehensive review of academic viability, governance challenges, and long-term sustainability concerns associated with such campuses.
According to the HEC, many tehsil-level sub-campuses have consistently struggled with structural weaknesses and limited academic capacity. These institutions often face difficulty in attracting qualified faculty, maintaining adequate student enrollment, and providing essential infrastructure such as laboratories, residential facilities, and academic support systems. As a result, they pose risks not only to educational standards but also to the overall reputation of the higher education sector in Pakistan.
The directive enforces an immediate halt on all activities related to new sub-campus development, including admissions, faculty recruitment, land acquisition, and construction. Furthermore, the HEC has made it clear that no recognition, accreditation, or degree attestation will be granted to any such campus established without prior approval. This strict stance underscores the Commission’s commitment to ensuring that all higher education institutions meet rigorous quality benchmarks.
In addition to halting new initiatives, the HEC has suspended all pending proposals and placed ongoing projects under review. Institutions found violating this directive will face accountability at the highest administrative levels, including vice chancellors and governing bodies. Through this policy, the HEC aims to consolidate resources, strengthen existing campuses, and promote a more sustainable and quality-driven higher education ecosystem in Pakistan.
